FHI 360 is seeking applications for a Ministry of Health Liaison for an anticipated project in Nampula, Mozambique focused on improving quality of reproductive, maternal, newborn, and child health outcomes by working with national-level government partners to institutionalize a culture of quality improvement.
The Ministry of Health Liaison will be responsible for working across MISAU departments, particularly Maternal and Child Health, to represent the project and provide support and coordination for relevant policy and strategy inputs. S/he will represent QHI at key technical working group meetings and provide information and updates from Nampula programming in the absence of senior Nampula-based staff. The position will be based in Maputo and will report to the Technical Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.
Job Summary/Responsibilities:
The Ministry of Health Liaison will have the following responsibilities:

Coordinate QHI representation to national government actors predominantly in the health sector but also across other key sectors.
Liaise with partners across MISAU departments, particularly Maternal and Child Health, to advocate for participation in quality improvement- related training, to ensure appropriate representation of stakeholders in contributions toward facility and community-level training guidelines and indicators.
Support QHI leadership to identify synergies across on-going FHI 360- led projects to ensure QHI activities are implemented in a timely and cost-effective manner and leverage existing platforms, technical expertise, and resources.
As needed, represent QHI at national-level technical working groups for content areas related to this project including quality improvement, health care financing, and MNCH, to update MISAU and other stakeholders on Nampula- and Maputo-based activities.
Participate in development of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.


University degree in a health field is required; a medical doctor or MNCH nurse with public health training is preferred.
At least 8 years’ experience in public health, with background in health systems strengthening activities preferred.
Strong relationships and experience working with government stakeholders
Knowledge of MISAU structure and coordination protocols is critical.
Demonstrated ability to create and maintain effective working relations with government personnel, national and provincial stakeholders, including UN agencies, national and international NGOs working in the same technical area.
Fluency in Portuguese required.
Strong interpersonal, coordination, and diplomacy skills required.
Strong interpersonal, writing, and oral presentation skills in English.
Ability to work independently and manage a high-volume work flow.
Relevant computer software skills, including at a minimum MS Office.
